Command Staff


Sheriff Douglas W. Mullendore





Sheriff Mullendore was first employed as a police officer with the Town of Boonsboro in 1974 and worked there until 1978. He was hired by the Sheriff's Office on January 18, 1982 and completed the Western Maryland Police Academy that same year. In 1983, Mullendore received the Maryland Sheriff's Association "Deputy of the Year" for the capture of two suspects, while off duty, who had broken into numerous vehicles and garages in the Boonsboro area. He was promoted to Corporal in 1984.

On October 6, 1986, the Washington County Narcotics Task Force was created, and Mullendore was appointed as the first Director, and was promoted to Sergeant in 1988. After being promoted to Sergeant, he was assigned as the Administrative Sergeant at the Sheriff's Office in 1990. Mullendore completed the FBI National Academy in 1996 and was subsequently promoted to First Sergeant, as the Assistant Patrol Commander, in 1996. For the second time in his career, Captain Mullendore was awarded the Maryland Sheriff's Association "Deputy of the Year" in 1996 for Distinguished Service. In 1998 Mullendore was promoted to Lieutenant and assigned as the Patrol Commander.

On November 1, 2001, Mullendore was promoted to Colonel, which is the Chief Deputy. He completed his course of studies and received his Bachelor's Degree through the University of Phoenix in 2004. Mullendore also completed the FBI Greater Chesapeake Law Enforcement Executive Development School in 2005. He also attended the Maryland Police Correctional Training Commission's Leadership Challenge School in June 2005.

In November of 2006, Colonel Mullendore was elected Sheriff of Washington County.


Chief Deputy


Colonel Randy Wilkinson




Colonel Wilkinson, a graduate of Boonsboro High School, was hired as a police officer for the town of Boonsboro on November 17, 1974. He graduated from the Western MD Police Academy in August 1975, while attending Hagerstown Junior College. Wilkinson worked for Boonsboro for over 5 1/2 years, where he attained the rank of Sergeant/Officer in Charge.

On August 2, 1980, Wilkinson was hired as a Deputy Sheriff with the Sheriff's Office. He worked as a Patrol Deputy and was promoted to the rank of Corporal in February of 1982. Wilkinson was then promoted to Sergeant on July 1, 1987, and commanded the Criminal Investigations Unit for several years. Colonel Wilkinson was then promoted to 1st Sgt. on December 5th, 1998 where he served as an assistant to the Patrol Commander. In November of 2001, he was promoted to Major and served as the Patrol Commander.

In January of 2007, he was promoted to Chief Deputy by Sheriff Mullendore.

In 1989 Wilkinson received the Maryland Sheriff's Association "Deputy of the Year Award" and was nominated for an award by the Andrew Carnegie Foundation for saving the life of a 19 year old female while off-duty.


Professional Services Commander


Major Sam Billotti




Major Billotti graduated from Middletown High School, in May of 1981. He earned an Associates Degree from Frederick Community College in May 1984, a Regents of Bachelor of Arts Degree Shepherd University in May 1997, and a Jurist Doctoral Degree from the University of Baltimore, School of Law in April 2002. Major Billotti passed the Maryland Bar exam in 2002, and was sworn in as a member of the Maryland Bar Association; he is currently a non-practicing member of the Maryland Bar Association.

Major Billotti was a member of the Frederick County Sheriff's Office for twenty years, where he earned the rank of Lieutenant, and ended his career as a Commander of the Patrol Division.

He has been married for twenty-two years, and has two wonderful daughters.



Patrol Administration



Major Robert Leatherman




Robert Leatherman was hired with the Sheriff's Office in January of 1984 as a Cadet, and was hired as Deputy Sheriff in July of 1986. He attended the Western Maryland Police Academy and worked road patrol until July 1989.

Leatherman was transferred to the Washington County Narcotics Task Force, and served there from July 1989 to November 2001. While at the Narcotics Task Force Leatherman served as Director of the Task Force on two different occasions (July 1994- June 1996 & April 1998- June 2000). As director, Leatherman helped foster the transition with the DEA which now houses the local task force as well as the DEA Resident Office. Leatherman served a dual role at the task force with the addition of a DEA Drug Task Force where he served as a Federally Deputized Task Force Officer in addition to his roles as Task Force Director and/or Narcotics Agent/Supervisor. While at the task force he gradually attained the rank of Sergeant.

In November of 2001 Leatherman was promoted to the rank of Captain and transferred back to the Patrol Division with the responsibilities of the Assistant Patrol Commander.

In January of 2007, Leatherman was promoted to Major and serves as the Patrol Division Commander.

Additional accomplishments include a Bachelor of Science Degree in Justice Studies from the Frostburg State University in December 1995. Leatherman is one of the original Sheriff's Office members of the jointly formed Washington County Special Response Team in 1998 and completed the Howard County Police Departments three (3) week Special Weapons and Tactics School in 2002. Robert Leatherman has served in the military for over 23 years both in the United States Marine Corps Reserves and the Maryland Army National Guard where he currently holds the rank of Sergeant First Class in Company A, 729th Forward Support Battalion.



Detention Center Administration


Major Martin Van Evans

Major Van Evans

Major Evans was appointed Warden of the Detention Center in 1995. Prior to that, he worked his way up the ranks at the Garrett County, Maryland, Sheriff's Office, eventually being elected Sheriff of Garrett County.
